Innovative Solutions to Homelessness
Retread Housing Services partners with local government to develop innovative solutions to homelessness. Through the Buena Creek Navigation Center in Vista, California, we provide low-barrier, housing-first emergency shelter and supportive services to adults experiencing homelessness as they work toward permanent housing.
But Retread is about more than providing a place to stay. We believe our neighbors deserve to be treated with dignity, cared for with compassion, and given the opportunity for a fresh start.
Our mission is to serve the unhoused with dignified care, truly loving our neighbors as ourselves.
Why Retread?
Retread began with a question.
At Green Oak Ranch Ministries, our sister organization, people who returned to its faith-based recovery program were known as “Retreaders.” Seeing this cycle led our Executive Director, Hannah Gailey, to ask: What was missing, and what would help people break the cycle and build a lasting future? As she attended Vista City Council meetings to better understand the community's needs, homelessness emerged as a pressing concern.
From that question, Retread Housing Services was born.
Like a retread tire given new life for the road ahead, our name reflects the belief that a person's past does not have to define their future. Everyone deserves the opportunity to find stability, purpose, and a community that supports them.
Established by Green Oak Ranch Ministries in 2023, Retread carries that same belief into our work with people experiencing homelessness.
Buena Creek Navigation Center
In March 2024, Buena Creek Navigation Center opened its doors in Vista, California. Developed through a regional public partnership and operated by Retread Housing Services, the center provides a low-barrier, housing-first approach to addressing homelessness.
Our 48-bed, semi-congregate emergency shelter welcomes individuals, couples, and their pets. Residents receive three meals a day, case management, housing navigation, connections to social services, life-skills support, classes, and workshops.
We provide a safe place for residents to stabilize while working toward permanent housing. Our team works alongside each resident to understand their needs, connect them with resources, and help them take practical steps toward a more stable future.

More than a shelter
We believe lasting change takes more than a place to stay. It takes support, connection, and a community that sees each person as more than their circumstances.
Our team works around the clock to support residents as they navigate housing, health needs, employment, recovery, and other challenges. Through shared meals, classes, workshops, and everyday moments of connection, we strive to create an environment where people are known, respected, and encouraged.
We also believe in investing in the people who make this work possible. Retread is committed to creating opportunities for staff to grow through fair wages, access to staff housing and subsidized housing through Green Oak Ranch, continued education, and opportunities to take on new roles.
